The short answer:

The long answer:
We were pretty lucky in that my wife’s mom, not thinking she had time to drive to the USAF base, went to the local Thai hospital where my wife was born and a Thai birth certificate produced. Shortly after she was born, the Air Force transferred her to the base hospital and issued a US birth certificate. She has had an American passport since birth.
We were able to use the Thai birth certificate to get her a Thai Passport effectively making her a “dual citizen”. So, when she enters Thailand she does so as a Thai Citizen. Since she is a citizen I qualified for a category O visa.
